نهدي البركة الرسوليّة والأدعية الخيريّة والسلام بالربّ إلى اخوتنا أصحاب النيافة المطارنة الأحبار الأجلاء وأبنائنا الروحيّين الخوارنة والكهنة والرهبان والراهبات والشمامسة والمؤمنين السريان الأرثوذكس في العالم أجمع، شملتهم العناية الربّانيّة بشفاعة السيّدة العذراء مريم والدة الإله والقدّيس مار بطرس هامة الرسل وسائر الشهداء والقدّيسين آمين
بعد تفقّد خواطركم العزيزة،
يسرّنا أن نعلمكم أيّها الأبناء الأحبّاء أنّنا بنعمة ربّنا يسوع المسيح عقدنا مجمعنا السرياني الأرثوذكسي الأنطاكي المقدّس في دير مار أفرام السرياني في معرّة صيدنايا ما بين 11 – 15 أيلول 2007، وحضر معنا أصحاب النيافة المطارنة الأجلاء أعضاء المجمع المقدّس.
وقد درسنا مع الأحبار الأجلاء، أعضاء مجمعنا المقدّس، شؤون الكنيسة من مختلف النواحي مُستَلهِمين الروح القدس وآبائنا القدّيسين وملافنتنا الميامين للوصول بسفينة الكنيسة إلى ما فيه خيرها وتقدّمها وثبات أولادها بالإيمان المقدّس المُسلَّم إلينا من ربّنا يسوع المسيح ورسله الأطهار.
وتناولنا بالبحث والدرس والتدقيق المواضيع التي تّبناها المجمع المقدّس في جدول أعماله. وركّزنا في حديثنا على أهميّة الدعوة المقدّسة والسلطان الممنوح إلى الرسل الأطهار وخلفائهم، وكيف وصلت إلينا هذه المسؤوليّة بالنعمة. وكذلك أهميّة موهبة الكهنوت ورئاسة الكهنوت والتنظيم الكنسي والسلطة الروحيّة الموهوبة لنا من الله، متّكلين على الربّ يسوع وقول مار بولس رسول الأمم: «لاحظ نفسك والتعليم»، وضرورة أن يشعر الراعي بمسؤوليته ويتجاوب المؤمنون مع أصوات الرعاة. غير ناسين التجارب القاسية والآلام المريرة التي تحمّلتها الكنيسة عبر الأجيال، وخاصة في هذه الأيّام الصعبة حيث يعاني المسيحيّون آلاماً مبرحة في العراق وفلسطين ولبنان وفي مناطق مختلفة من العالم. وسألنا الربّ أن يخفّف الآلام ويقصّر هذه الأيّام ويبعدنا عن التجارب.
وتألّمنا كثيراً لقوى الشرّ التي تسعى أن تسيء إلى كنيستنا بزرع الشقاق والخصام بين المؤمنين، ولا سيما تدخّل هؤلاء الأشرار في شؤون رعيّاتنا في أوربا والعالم الغربي، وقد أنزلنا التأديبات الكنسيّة بحقّ بعض المضلّلين.
ثمّ بحثنا وضع كنيستنا في ألمانيا، وببركة الربّ وإرشاد الروح القدس، توصّلنا إلى حلّ الأزمة التي كانت تمرّ بها الكنيسة هناك.
كما درسنا شؤون كنيستنا في الهند، ونشكر الله على التقدّم والازدهار الذي تتمتّع به.
وتطرّقنا إلى الحركة المسكونيّة، والتي نشكر الله عليها لأنّها وسيلة صالحة لجمع شمل المؤمنين على مختلف المستويات، ولا سيما القيادة الكنسيّة في العالم عامّة، وفي الشرق الأوسط خاصّة، ضمن مؤسسات كنسيّة فاعلة، من لقاء رؤساء الكنائس الأرثوذكسيّة الشرقيّة ومجلس كنائس الشرق الأوسط ومجلس الكنائس العالمي والحوار اللاهوتي الرسمي بين الكنائس الأرثوذكسيّة الشرقيّة والكنيسة الكاثوليكيّة.
كما أفرزنا اهتماماً لمراكز التربية الدينيّة والطقوس الكنسيّة وضرورة تطويرها لتكون في متناول المؤمنين، فيستفيدوا روحيّاً من كنوز ملافنتنا وآبائنا القدّيسين.
وعالج المجمع شؤون أديرتنا في المهجر خاصة ولا سيما دير مار أفرام السرياني في هولندا الذي يمرّ بظروف ماديّة صعبة. ونتمنّى دعمه ومساعدته بسخاء سرياني أصيل.
وعالجنا موضوع تقاعد الكهنة والأحبار، وأكّدنا على تطبيق دستور الكنيسة في هذا المجال.
ونحبّ أن نعلمكم أنّ عام 2008 يصادف الذكرى المئويّة الثالثة عشرة لرقاد أحد أعظم آبائنا وملافنتنا هو مار يعقوب الرهاوي الراقد في 5 حزيران 708. فاعتبرنا عام 2008 سنة مار يعقوب الرهاوي، وقرّرنا أن تقيم الأبرشيّات قداديس وندوات وحلقات دراسيّة ومناسبات متنوّعة للتعريف بشخصيّته والاستفادة من علمه وفضله. في هذا المنشور ندعوكم إلى تكريم مار يعقوب الرهاوي الهمام والعلم الرائد في تاريخنا المجيد. وسوف ندعو المؤمنين إلى زيارة ضريحه والحجّ إليه في آثار دير تلعدا القريب من آثار دير مار سمعان العمودي بجوار مدينة حلب.
وبحثنا شؤوناً أخرى تهمّ الكنيسة، ولا سيما الهجرة التي تستنزف شعبنا وتقتلعه من جذوره في هذا الشرق، لنعي مسؤوليّاتنا طالبين من ربّ الكنيسة أن يُبعِد عنها التجارب، ويحفظ المؤمنين في أرضهم شاهدين للمسيح ولتراث آبائنا في هذا الشرق الغالي.

بعد تفقّد خواطركم العزيزة،
الحاقاً بمنشورنا البطريركي (406/2007) الذي أصدرناه بمناسبة انتهاء مجمعنا المقدس الذي عقدناه في دير مار أفرام السرياني في معرة صيدنايا في الفترة ما بين 11ـ15 أيلول 2007، نقول:
1ـ بدراستنا وضع الكنيسة عامة، وأبرشية النيابة البطريركية في الولايات الغربية من الولايات المتحدة الأميركية خاصةً، وما صدر من مخالفات بل من تعدّ على عقيدة الكنيسة وتقاليدها من المدعو الخوري جوزيف ترزي وإعلانه العصيان على رئاسة الكنيسة وإدعاءه تأسيس فرقة جديدة خارجة عن الكنيسة باسم الكنيسة السريانية الأرثوذكسية في أميركا، وتجاسره بالاتصال مع أحد المطارنة المنشقين عن كنيستنا في الهند والمنتمين إلى الذين حرمهم المجمع المقدس في اجتماعه بدمشق سنة 1975. فبهذا المنشور نعلن حرمان الخوري جوزيف ترزي وتجريده من الكهنوت المقدس، وحرمان وبطلان كل عمل ديني قام ويقوم به، وننصح وننبه ونرشد كل الذين أغواهم هذا الضال والمضل ليرعووا ويتوبوا ويرجعوا إلى حظيرة الكنيسة المقدسة، وكما يقال: «من أنذر فقد أعذر».
2ـ استناداً إلى الفقرة ب من المادة 127 من دستور كنيستنا السريانية المقدسة قررنا أن لا يستعمل الخوارنة والكهنة الصليب المقدس إلا عندما يمثلون مطران الأبرشية في المناسبات الرسمية والأعياد السيدية، وكذلك ألا يرتدي الخوارنة ܫܰܕܳܝܐ الفراجيّة التي توضع على الكتفين في أعلى بدلة القداس.
3ـ كما قررنا وجوب تسجيل جميع الكنائس والأوقاف باسم الكنيسة السريانية الأرثوذكسية الأنطاكية أو باسم الأبرشية في أي بلد كان في الشرق أم في الغرب التابعة لبطريركية أنطاكية وسائر المشرق للسريان الأرثوذكس.

We offer apostolic benediction and benevolent prayers and peace in the Lord to our brethren, their eminences, the Metropolitans, our spiritual children, priests, monks, nuns, deacons and all Syriac Orthodox people worldwide. May the divine providence embrace them all by the intercession of the Virgin Mary, Mother of God, and St. Peter, the head of the apostles and the rest of the Martyrs and Saints. Amen.

Dear spiritual children: We would like to inform you that, by the grace of our Lord Jesus Christ, the Holy Synod of our Syrian Orthodox Church of Antioch was held at St. Ephraim Monastery in M’aarat Saydnaya on 11-15 September, and was attended by their eminences, members of the Holy Synod.
With their eminences, members of the Holy Synod, we studied all matters related to the church asking for the inspiration of the Holy Spirit and our blessed forefathers and teachers, in order achieve the best results for its prosperity and progress, and for the firmness of its children in the faith delivered to us by our Lord Jesus Christ and His righteous apostles.
We discussed and studied subjects that were adopted by the Holy Synod according to its agenda. In our discussion we stressed upon the importance of the holy vocation and the authority given to the apostles and their successors and how it reached us by the Lord’s grace. Also the importance of the holy priesthood and its leadership, church organization and spiritual authority given to us by God, depending on the Lord and the saying of St. Paul :”Take heed to yourself and to the doctrine”, and the necessity for the shepherd to bear and feel his responsibility so that the flock would respond to the voice of its shepherd, While not forgetting tribulations and hard pains that the church suffered throughout many generations, specially in these difficult days where Christians in Iraq, Palestine and Lebanon and in many other countries are under severe distress. We asked the Lord to relieve them and shorten the days of their suffering.
We felt great pain because of evil powers trying to harm our church through planting discord and conflict among the faithful specially in Europe and the Western world. We laid down church punishments upon some misguiding persons.
We discussed the situation in Germany and with the blessings of God and the inspiration of the Holy Spirit we were able to solve the church problem there.
We did also discuss the situation in India and thanked the Lord for the prosperity and progress of the church there.
We discussed the ecumenical movement which is a tool for uniting the faithful on every level including the church leadership worldwide in general and in the Middle East in particular, through active organizations like meetings of heads of the Eastern Orthodox Churches and Middle Eastern Churches Council and World Church Council, and the official theologian discussions between Orthodox Churches and the Catholic Church.
We paid great attention to the religious educational centers, church rituals and the necessity to be developed to reach every faithful who shall benefit from the treasures of our forefathers and teachers.
The Holy Synod explored the matters of our monasteries overseas and specially St. Ephraim the Syriac monastery in Holland which suffers financial difficulties. We urge for its support with the generosity that our people are known for.
We discussed retirement of their eminences, the Metropolitans, and stressed upon complying with the constitution of the church in this regard.
We would like to inform you that the year 2008 is the One Thousand Three Hundred year anniversary of St. Jacob of Edessa who passed way on June 5th 708 AD. We dedicated 2008 to this saint and decided that all Archdioceses celebrate Eucharist and organize study circles and various activities to introduce him through his personality, knowledge and merit. By this proclamation we call upon honoring St. Jacob of Edessa and we shall invite the faithful to visit his tomb at Tal-Ada monastery near St. Simon the Columnar monastery near the city of Aleppo.
We did also discuss other matters concerning the church specially the immigration problem which uproots our people from the Middle East. And we asked the Lord to lead us not into temptation and keep our people in their home land as witnesses to Christ and to the traditions of our forefathers.

Following our Patriarchal decree number (406/2007) issued at the conclusion of our holy Synod held at St. Ephraim monastery in M’arat Saydnaya on September 11-15 , 2007, we say :
1 – After studying the situation of the church in general, and the Archdiocese of Western USA in particular, and the violations and aggressions against the church doctrine and traditions by so-called Very Reverend Joseph Tarzi and his clear defiance to its hierarchy, claiming the establishment of a new group outside the church in the name of : Syrian Orthodox Church of America, daring and being in contact with one of the excommunicated bishops of our church in India who belongs to those excommunicated by our holy Synod of 1975 in Damascus. By this decree, we announce the excommunication of Very Reverend Joseph Tarzi and strip him from the holy priesthood, and consider every religious work done or will be done by him nullified. And we advise, warn and instruct all those misled by this misguided and misguiding person to repent and return to the holy church, and as was said : “He who has warned stands blameless.”
2 – With reference to part B item 127 of the constitution of our holy church, we decided that Very Reverends and priests will not put on the holy cross except when representing the Archbishop on official occasions and on revered feasts, and that Very Reverends will not put on (Shadoyo-Masnaphtho) on their shoulders during holy Eucharist service.
3 – We also decided that all churches and their endowments in every country, be it East or West that belongs to the Syrian Orthodox Patriarchate of Antioch and all the East, should be registered in the name of the Syrian Orthodox church of Antioch or in the name of the Archdiocese.
